A REGIONAL HOUSING EXPLORATION · WESTERN AUSTRALIA

80,000 homes.
Room to grow.

A data-led search for large, connected places where a new generation of affordable communities could take shape—from Lancelin to Busselton and inland to Williams.

THE THESIS

Find the places.
Understand what they need.

WA’s housing challenge is a delivery challenge: land, planning, infrastructure, capital and construction must move together. This exploration tests whether a coordinated portfolio of large regional and peri-urban opportunities can support a meaningful long-term housing program.

The map records where we have searched. The internal screen uses simplified public cadastre. The public map shows town search areas while licensing for cadastral business use and redistribution is resolved. Titles, ownership, availability, planning support and servicing remain unverified.

02 / PRIORITY INVESTIGATION

Where to look closer.

Indicative areas selected for the next diligence pass. Order reflects a coarse combination of mapped open area, compactness and proximity—not land value or planning merit.

PROPERTY LEADS / DISTINCT FROM THE GIS SCREEN

Large holdings do exist. Availability needs verification.

REFERENCE / ADVERTISED EXTENT

Foggarthorpe, Nunile

1,099 ha

211 Goomalling-Toodyay Road. The existing concept covers 886.98ha; the full advertised holding and title assembly remain unresolved. No current AUD10M asking price has been verified.

OFFER DEADLINE PASSED / STATUS UNCONFIRMED

Rouken Glen, Williams district

1,252.69 ha

The advertised holding spans 23 titles and is approximately 24km from Williams. Its 22 September 2026 offer deadline has passed. This is an agricultural listing lead, outside our 15km town search radius, with no residential yield established.

NORTHERN REFERENCE / INVESTIGATE

2240 Mimegarra Road

~1,080 ha

A large horticultural holding referenced in the northern search. Existing agriculture, water entitlements and environmental constraints require investigation. Neither current availability nor housing suitability is established.

Listing descriptions are vendor evidence, not independent title or suitability verification. No agent or landholder has been contacted.

LAND BUDGET / EDITABLE ASSUMPTIONS

How much land does 80,000 take?

A programme-scale sensitivity model, independent of the P02 actual-property lot count above.

Dark green: residential lots · sand: roads, parks, centres, schools and services · pale green: constrained or retained land.

DRAWN AT THE SELECTED LOT SIZE

A street-scale module.

This dimensioned illustration responds to the lot-size slider. A site masterplan must resolve terrain, connected access, drainage, retained landscape and community facilities. It cannot be inferred by repeating this module.

Independent geometry, not parcel-specific CAD or an engineered road design.

03 / PROGRAMME SCALE

The ambition,
made tangible.

At the stated targets, 80,000 homes imply AUD24B in total delivered-cost envelope and AUD32B in gross sales. The AUD8B difference is arithmetic only; the inputs remain unvalidated.

The AUD300,000 target must accommodate land, homes, infrastructure, fees, finance, contingency and overhead. Those components and the treatment of GST have not yet been established.

04 / TURNING A SEARCH INTO A PROGRAM

Evidence before yield.
Yield before commitment.

01

Verify the land

Title boundaries, ownership, landholder willingness, price, easements and assembly feasibility.

02

Test the place

Survey, terrain, ecology, water, bushfire, heritage, hazards and connection capacity.

03

Plan with the region

Local and State planning pathway, community engagement, town structure and infrastructure sequence.

04

Prove delivery economics

Concept yields, civil quantities, home specification, funding, absorption and stage-by-stage cost plan.

05 / SOURCES & LIMITS

Built on public evidence.
Clear about what is missing.

This first pass joins WA cadastral geometry, local scheme zoning, selected environmental overlays, planning pipeline data and regional planning policy. It is a reproducible starting point—not a feature survey, statutory assessment, valuation, title search or engineering design.

Important gaps remain: exact titles and ownership; market availability and asking price; full wetland, flood, salinity, bushfire and heritage assessment; slope suitability; wastewater and water capacity; power, road and community infrastructure; current committed housing pipeline and net additionality.
