WESTERN AUSTRALIA / A RESEARCH & SCOPING PROPOSAL

What if we built
at the scale
of the need?

80,000 homes. A private-sector ambition to make a meaningful difference to housing affordability in Western Australia.

Start with the whole portfolio. Zoom into an actual property, then inspect its terrain, lots, roads and civil layers.

A problem this large
deserves a response
with equal ambition.

A secure home gives people room to build a life. Our proposition is to organise land, capital, technology and public decision-making around that outcome.

Scale can create the demand certainty to support manufacturing, shared procurement and investment in new construction methods. A portfolio lets each project improve the next. Those advantages must be demonstrated in a pilot.

This is one possible contribution alongside infill, apartments, affordable rental and social housing. Good places need jobs, services, belonging and a viable cost of living as well as homes.

Real land.
A testable proposition.

We developed preliminary layouts property by property, using cadastral boundaries, historical terrain and mapped constraints. The result is a physical research portfolio that can be challenged, improved and costed.

of internal road per modelled lot.

The layouts contain approximately 3,628 km of roads. That exposes a real cost challenge. Optimising street lengths, land utilisation and infrastructure is a priority for the next design pass.

These are modelled lots, not approved housing supply. Landowner participation, land control and residential rezoning are assumed. Terrain derives from historical 1998–2000 contours, not current survey. Passing geometry checks does not close engineering, environmental or approval requirements.

One programme.
A compounding advantage.

The thesis is to apply AI across the whole development cycle, then introduce industrialised and autonomous construction where performance is proven. Every completed stage should make the next more predictable.

01 / UNDERSTAND

One shared
project model

Connect land evidence, designs, quantities, approvals, programme and costs. Every decision has an owner and an evidence trail.

TODAY: PROPERTY RESEARCH & DESIGN MODELS
02 / ORCHESTRATE

Persistent
AI workstreams

Agents maintain the programme, develop documentation, compare supplier offers and track dependencies, with accountable professional review.

NEXT: INTEGRATED PILOT WORKFLOW
03 / DELIVER

Repeatable homes.
Autonomous methods.

Test factory-made building systems, machine-guided earthworks and robotic assembly against cost, safety, quality and throughput targets.

TO PROVE: FIELD PERFORMANCE & ECONOMICS
Will

A committed private-sector coalition.

Align capital, development expertise and delivery capability around a long-term housing outcome. Fund evidence and own the execution.

Method

Productivity that can be measured.

Use automation to reduce repeated work, errors and delays. Demonstrate savings in a real pilot before relying on them in a scale-up plan.

Permission

Government fast-tracking, with purpose.

Seek coordinated rezoning, referrals and infrastructure decisions with agreed milestones, community engagement and rigorous environmental assessment.

The proposed government role is to coordinate and accelerate decisions and enabling infrastructure. Eligibility and sequencing must be agreed site by site. Existing streamlined development pathways do not establish approval of this programme. WA planning context ↗

Make affordability
the design brief.

Work backwards from a home and land price a household can reach, then test every part of the delivery system against it.

Our working targets are AUD300,000 delivered cost and AUD400,000 sale price. They are hypotheses for validation. Land, the home, civil and off-site works, fees, finance, overhead, contingency and GST treatment must all be reconciled.

At 80,000 homes, the cost target represents AUD24 billion of expenditure over the programme’s life. That is a cumulative delivery envelope; the staged equity, debt and infrastructure funding requirement still needs modelling.

Buyer incomes, deposits, lending access, energy and transport costs must determine who can actually afford the offer. No project return, funding commitment or achieved price is represented here.

80,000 homes divided by the selected period, with a constant AUD300k cost per home. Simple arithmetic: no ramp-up, inflation, approval lead time or demonstrated production capacity. An executable programme needs all four.

Think at 80,000.
Prove the first stage.

We propose a jointly scoped, 90-day investigation to turn this research into an investment decision on a demonstration project. Scope, budget, responsibilities and participation would be agreed together.

01 / SELECT

Three serious
site candidates

Reconcile titles and access, test landholder interest, local demand, jobs, hazards and service connections. Replace weak candidates early.

OUTPUT / RANKED SHORTLIST
02 / PROVE

One independently
costed pilot

Commission current survey and technical advice. Develop the stage design, housing specification, infrastructure scope and supplier-backed cost plan.

OUTPUT / COST, RISK & DELIVERY CASE
03 / DECIDE

A shared route
to delivery

Define the government pathway, capital structure, community approach and automation trials. Agree clear conditions to proceed, redesign or stop.

OUTPUT / PILOT INVESTMENT DECISION
The decision we are seeking

Convene the principal partners, nominate a small working team and agree the scoping brief. A successful pilot would earn the case for a wider programme.

Bring the property evidence into the room ↗

90 days is a proposed scoping window, not a promise of statutory approvals or construction commencement.

Ambition,
with a trail of evidence.

This research makes the physical scale visible. The next stage establishes which sites, homes and delivery methods can work commercially and socially.

Earlier regional search & assumptions ↗
What the research establishes

48 non-overlapping source cadastral polygons, 80,528 drawn lots and 43 layers per property. Layouts have passed the implemented geometry and package checks. Source snapshots, design assumptions, issue registers and reproducible outputs are retained in the project workbench.

The first Northam-area study alone contains 4,883 provisional lots. All portfolio totals come from P02 actual-property studies; the earlier M01 rectangular studies contribute zero.

What still needs to be established

Titles, landowner participation, contemporary survey and datum, zoning and approvals, environmental and cultural heritage requirements, bushfire and emergency access, engineering design, utility capacity, off-site infrastructure, local demand and project economics.

Drawings remain preliminary. The issue register includes unresolved road geometry, turning, drainage and earthworks matters. Utility corridors do not establish supply. These are not construction or autonomous machine-control instructions.

Sources, date & publication rights

Research snapshot: 14 October 2026. Need context: Shelter WA’s 19 November 2024 release, based on UNSW estimates for 2021 and 2041. It is not a new estimate of the current deficit.

Detailed cadastral geometry and model downloads are served from the Sydney cloud atlas. Source data remains subject to applicable Landgate licence terms. Publication rights have not been independently confirmed; public access does not confer redistribution rights.

A POSSIBILITY WORTH BUILDING

is people moving in.
